    Can't really think of much else.

    Memory issues would simply trigger a BSOD without fucking around with frame-rate drops.
    You excluded addons or a faulty WoW installation.
    You reinstalled the OS
    You reinstalled the drivers
    HDD errors would throw a BSOD at you
    You have more than 2GB of memory so it won't be paging out to the HDD
    You do have a power supply that is potentially underpowered for the system.

    When you get a new PSU, make sure it is a proper brand. Not some crappy off-brand PoS like you have right now that only outputs 80% of the rated wattage.

    Something like one of the following:

    Seasonic X series, S12ii or M12ii
    Corsair HX or AX series
    Antec Earthwatts, Basiq Power Plus or High Power Gamer
    XFX P1 series
    Super Flower (might be hard to find in the States)

    between 550 and 650W.

    Meh, you can run Crossfire on a 650W PSU if you get a decent one.

    I'd have mentioned BeQuiet too, but their PSUs are really expensive (they somehow manage to passively cool the PSU).

    still putting PC together MB went out so I went return it... im putting everything together now though... finger crossed.

    well I too have a new computer I just bought less than a month ago and I get 0-3 frames per second in raid finder it is really unfun and undesirable playing at that rate...I got at least 1 when I had my laptop but somehow my laptop stopped working and I think it was wow that did it but anyway its good to see its not my computer that has these problems it could very well be the servers...when I first started playing on this computer 3 weeks ago I got 9-10 fps in raid finder and I was so unused to it I could actually make a difference in raids as opposed to 0-3 fps where I and middle to bottom of the dps charts. there was one fight I lagged so much I dit do anyframes and by the time the comer caught up the boss was dead I was afk or as good as afk from start to finish on Primodious.

    AMD 8320 4 core proc 3.4mhz (8 Logical Cores)
    12GB RAM
    ATI Radeon HD 7970

    With this config getting 19 fps in LFR at ultra settings it's not OK.
    I think you still have problems.

    I don't know much about AMD gear besides the fact that I stay away from it as much as possible ....
    So I checked your config online and it looks to be a fairly good config ( at least judging by what you have posted as specs).

    At some point in your post you have said you changed the motherboard (mobo).
    It's not normal to have to do that with a brand new computer...
    Anyhow would you please post a complete list of your specs ?
    This will help us get down to the real problem much faster.

    I run a fairly comparable config with Intel and Nvidia and I am at 70 to 90 fps in normal lfr game play and so on and drop to 15 - 20 fps on Garrosh LFR when everyone aoes like crazy adds try to rape you and iron stars dance from left to right of the room.

    We already solved the guy's problem (PSU not delivering enough power)

    Lightbulb psu not delivering enough power

    Low FPS in a game it's not relied to PSU not delivering enough power.

    As I read the post he still has very bad performance given his configuration.
    Thus I offered my help.
