If you are going for control/haste you should be hit and expertise capping (7.5% and 15% respectively).

    What rotation are you using?

I don't know much about paladin tanking but I know with my druid and my warrior the only point in a fight where I can lose threat is in the first 5-10 seconds of aggroing something, after that vengeance makes it near impossible so I use my recklessness on my warrior and berserk on my druid right at the start for snap threat. I assume popping your offensive cds like wings at the start would make threat much more manageable.

That is probably your problem then.

    Try doing this:

    CS-J-X CS-X-J CS-X-X

Where X can be AS, Cons, HW or SS

So at the beginning of the fight, you would be doing:
    Precast SS
    HotR-J-AS CS-SS-J CS-HW-AS CS-J-Cons CS-HW-J CS-AS-SS

If you prefer to cast AS and J while running toward the boss, then obviously you would use other filler abilities at the beginning of the rotation.

Use grand crusader AS when CS and J are on cooldown. It is a dps gain but a holy power per second loss to prioritize it over those two abilities. Obviously when you are not currently tanking you can prioritize AS! over CS and J as you don't need the optimal Holy Power generation.
