You don't need hit and expertise for threat. You need them so your rage generators land reliably and you can shield block and sheild barrier more. Those are huge parts of your damage reduction since we can no longer block cap.
Edit: Sorry, jumped on that previous point before I even finished reading. As to the meta, it is still the Eternal. As to parry/dodge, it is roughly 3 parry to 1 dodge but it is a highly fluctuating number. There is at least one thread running around here with the graph. Strength is converting at over 90% efficiency to parry so parry is going to be much higher.
