It's Elkano's BuffBars. I use it for all the other buffs and debuffs you see on the screen.

I went and added the video to the post so people can just click and watch instead of just going to youtube. Just looks nicer. You can always embed your video by using the video icon in your posting. =)

Looks like WeakAuras with the progress bar setup (also tracking the shield from 2pc T13 it looked like, on the right side)
