HALP! need help with threat

ok so i can hold threat noooo problemo on live, but i just got the beta, and i cant hold a damn thing! wtf?!

Can't tell you as my beta warrior is lvl 2 and copies have been down. I would imagine SS>Rev>Dev and work in shockwave or stormbolt as needed, etc. Threat is still just as buffed in beta as it has been in cata. Blizz has stated they do not want threat to be an issue right now multiple times.
