I was looking at fire of the deep and the valor neck to buy first, but can't decide which I want to get. I was figuring get the neck and hoping for soulshifter vortex or one of those trinkets to drop in DS, but I know my luck on drops so probably would never get it lol.

My two cents, but I ended up going with the cloak first. Unfortunately we don't have any Strength tanking cloak drops in Dragon Soul, so I justified the purchase by thinking that this item was not going to be replaced by anything in this current patch. My Valor Point strategy is usually "What can I buy that won't be replaced right away/at all", then move to "items I can upgrade that I won't be replacing soon (IE: boss drops we haven't reached yet)."
Plus the cloak is badass looking. I just wish it was itemized a little better

Before you buy the cloak, there's a 378 that drops on the first boss in Hour of Twilight what is pretty sweet mastery wise (as is the shield off the second boss; not that it ever drops when I'm on my pally or warrior).

I managed to farm everything out of those dungeons, very nice upgrades for the most part, especially for the slots that couldn't be upgraded with tier pieces from JP/VP.

Also, I ran my toon through Rawr and why is it having to gem ALL mastery past the block cap o.o. In the optimized side it says avoid+block 104.5%. I'm trying to figure that out why.

That's an Okay cloak indeed but it's still miles behind the Vendor one, especially in the stam department.
I went with the neck first as it as the largest upgrade for me out of the 3 BiS valor pieces (Neck, Cloak, Ranged). The cloak will be next and I probably won't worry to much about the ranged weapon off the bat and pick up the upgrades that I've been having trouble picking up from there.
Also working on buying the boots on an alt and trading them over... haven't decided on the bracers yet though cause they seem to be really terrible.
I got the trinket first but already got the 391 neck from firelands which is still BiS cause of the insanely massive strength budget on the vp neck. Ring and cloak next for me

really? gemming both 50 mastery, I still see http://www.wowhead.com/item=78390 comming out on top equal dodge%parry (reforging should all around make these two about equal worth imo) 2 more mastery on the heroic bracers, aswell as more str. stamina and armor...
or were we talking pre-heroics?

Another thing that frankly scared the heck out of me. There is a mastery/hit cloak from the valor points vendor. 1 socket and similar stam compared to the tanking cloak, reforging the hit on this to parry makes it a significantly better ctc piece than the tanking cloak. (meaning one would get closer to replacing a trinket for stam...).

I opted for the neck first, given that I didn't ever get to upgrade my Firelands neck. But after reading this thread and re-doing the math, I went back and switched to the cloak. The decider for me was the socket - since it's BIS it seemed like a perfect home for an epic yellow gem.
I refuse to wear an int cloak. No matter what.

Interesting idea, the int cloak has way more budget into int then the other cloak in strength though.
271 parry+127 expertise+186 strength vs. 166 hit+173 mastery
With reforging and converting strength into parry you would end up with
323 parry+50mastery vs. 173 mastery+66 parry
or 257 parry vs. 123 mastery
Strength cloak is superior even though it has less mastery
