ive recently noticed my dps is not up to par can someone tell me the gear i should be using, glyphs, talents, gemming, and a good rotation for boss fights

You need a guide, not an audit.

You gem for Crit, and reforge out of it.
You have a tanking meta gem instead of a DPS meta gem.
You have a grand total of two items enchanted both of which are enchants from prior expansions.
You have a missing belt buckle and two missing gems.

This looks an aweful lot like a troll.

You could most likely Start here with a guide. Read it carefully. Then if you have question you are more then welcomed back. Frankly there is ALOT wrong, it really screams I'm flying by the seat of my pants or.
