Kitty DPS help.

What I need to know is whats with haste? with getting or leave it as low as possible. I know crit/mastery/agil are the top 3 (not in that order). What about hit cap? Currently 3.54% hit, I have been told not to worry about it since its just a GCD. Also I may need to re-work my rotation so any help on that will be appreciated.
