When your raid is fully healed up. We find it's best to push him during a fued because that's when we'll have everyone topped off and healers don't care about mana anymore because healing is done for the fight so they've popped all their healing CDs.
That's what works best for us.

Doesn't really matter if its a feud or not all depends on his HP and massacre. You want to group up after a massacre at 24-25% and heal up and push him over, if chimi is at 22-23% you want to hold dps a little until you're healed up then push him over, if chimi is at 25% you want to really push dps to push him over in time. Throw all remaining hymns & tranqs in there have your tanks get to opposite corners and make the boss bounce a bit with a bubble.
