Question concerning Fury Warrior Expertise Rating

Hey all, so I've been using TG with my fury warrior equipping Akirus the Worm-Breaker in both weapon slots. This gave me an expertise rating of 26/26.

I recently aquired Shalug'doom, the Axe of Unmaking off of Chogall and switched that out for my main hand weapon.

When I reforge the expertise from the Shalg'doom to hit, it changes my expertise rating to 23/29, but if I don't reforge it, it says 26/29.

So I'm rather confused since when I've had Akirus the Worm-Breaker equipped in both weapon slots and had expertise reforged on both of those weapons I still had a 26/26 rating. I'm not seeing how these changes work. Can someone please explain/advise me on how to approach this? Thanks! Here's a link to armory -
