is it wrong to forge gear to make hit cap? if so should i gem 20 agil/20 hit to get my hit back with my drops from raid last i had to mess around and forge a few items to get my hit back

I'd personally never gem/enchant for hit. I'd make sure to get to the hit cap via reforging and save all gems/enchants for agility. Only time I'd ever use a hit gem is if I could use a +20 agi/+20 hit for a +20 agi socket bonus.

You should reforge out of your worst secondary stat into Hit to reach your cap. Generally you want to gem straight +40 Agi unless the socket bonus is +20 Agi.
