With reforging the stats become:
+190 Agility
+286 Stamina
+127 Haste -> +77 Haste / +50 Parry or Dodge
+127 Mastery

From what I read elsewhere it appears that all that Agility gives around 115 dodge rating and it is a BiS tank ring on a popular paladin tanking forum. It certainly appears to be a lot better than a lot of the 346 tank rings in terms of avoidance and mastery and also fairly easy to obtain as it is a rep item.

Depends on your class, paladin need way less agility then eg a warrior for 1% dodge (304 vs 430). As a warrior i tend to stick to Therazane reverded ring.

I am also thinking about using the Signet. Currently i am using http://www.wowhead.com/item=62351 and http://www.wowhead.com/item=56444 . Another epic ring is not reachable in the near future (well expect anything dropping from the brand new ZA and ZG coming in patch 4.1)

On my Prot Pally I was surprised to see a nice increase in dodge and stamina over my Felsen Ring.

As klausi stated above: as a pally you need way less agi for 1% dodge than a warrior and i am a warrior

Use it, it's a great ring for tanking and the 400 AP you lose isn't noticeable when Vengeance gives you 10K AP. It's working great next to my Ring of the Battle Anthem.

Warriors getting gimped I'm forced to use the Valor DPS Str ring

On my pally i chose to use the Red rock band ring (346 reputation vendor).
My other choices would have been any heroic dungeon ring, that agil ring mentioned above, and the JC ring (with a gem slot).
Although its a expertise/mastery ring instead of a preferable avoidance/mastery, its sheer amout of mastery is not proportional with its Ilvl and pays off imho (it gives *gasp* 168 mastery). Since the zan-dalari tank ring is parry/dodge, both now subject to heavy DR, I get more hit table coverage using the Red band. The zan dalari dps ring gives less mastery and haste (useless) as a second stat.
Comparing the red rock band to the Signet of the Elder council, its 40 more mastery and instead of haste you will have leftover expertise, best threat stat for pallys. The signet gives some more dodge from agil, but it would be around .5% pre-DR, and your losing the str that converts to parry and AP.
I beleive the Red Rock Band is the best ring (by a fairly large margin) to use along with the VP ring for tanking untill you get some nice raid drop.

If it were just Dodge/Parry vs Mastery, then yes Mastery wins. But 34 stamina plus the dodge/parry imo makes the Signet better. No one doing progression should care about threat stats because of Vengeance, so the Expertise gain is moot point(and if you want to go there you have to account for the Crit from Agi as well).
