Blood DK Questions

I've started a DK tank and have a few questions to make sure I'm headed down the right path. I've looked around for answers but can't find a solid yes or no.

Does a Forsaken DK still need to cast Lichborne to recieve healing from Death Coil?

I though I read that Blood Shields now stack. Is that true?

The Scarlet Fever talent seems to be the same with either 1 or 2 points in it. Is this correct or is there an error in the game?

Yes. Forsaken still need Lichborne for the heal. Blood Shields stack up to 100% of your health. It is an error - take both points.
