    Thunderclap Damage

I've noticed the damage output of TC is about 30% below what the tool-tip is suggesting. Is this simply a tool-tip bug/nerf, or is TC broken?

Thunderclap is a physical attack and as such is subject to mitigation from the target's armor.
Failure is not an option. It comes bundled with the software.

    I wasn't 100% clear, I apologize.

It's a ranged attack that deals physical damage - similar to many Hunter shots.
The ranged part is new as of 3.3.x. The physical damage part has been that way since at least 2.0, possibly earlier.
Failure is not an option. It comes bundled with the software.

Thunderclap will do more damage after you fully sunder the boss. If you are a non-warrior tank, DPS warriors should be sundering. With the loss of Arp this is important.

As an aside, ranged crit to weapon increases TC crit chance.
