What do I need to do to bring up my Hit Rating to 164?

I assume you mean bring your hit rating UP by 164 for your fury spec as you are well under cap.

You can get the +128hit trinket for 50 badges of triumph and get rid of the silly PVP trinket that would be a good start.

your not well under cap your seven points under cap, My advice switch the enchant on your boots to ice walker, and that will put you over and give you crit since your also under crit cap

the Hit cap for Fury warriors is 164 rating, 5%, not 8% like everyone else.

Drop 2 arp gems and eat arp food to cap. That way you can put a 10strength/10hit gem in your gloves for example and put a 10 strength/10crit gem in your neck. Icewalker is also a good option as suggested above but a speed enchant on your boots might be better for some fights.
