If I swap Dual weapon chants from +15 agi to +30 int, will i notice a huge difference in damage? this is while using the talent "Careful Aim". giving plus Ranged Attk power equal to 100% total int. Or will i be sacrificing to much agility (crit, armor, etc!)?
That will be -30 agility from enchants and +60 intel.

Well, there are benefits from int, like the attack power conversion, and more mana. But as far as I'm aware, it just doesn't beat out agility.
Really simple question for you.
Do you have "enough" mana? If you have "enough" mana, you don't need more. As far as DPS is concerned, well you already know the math.
AP = AP
Crit > NoCrit
AP + Crit > AP + NoCrit
