It's more realistically about a 4k difference, even in similar gear. The only way arms will catch fury is if the arms warriors is amazing and the fury warrior not so good.

Somewhere a couple months back someone posted a link to logs from ICC to find out what the average top-end DPS was. It was pretty even (Fury was higher by noticeable, but not huge amount IIRC) - if I remember any unique keywords I'd do a forum search for it.

Look at dps from WoL in ICC25 Heroic, that is where 4k is coming from.

This is a very broad question and will depend on what gear level you are, at starters gear level (considering equal skills latency blah blah) arms will actually out-dps fury easily because fury just does not have resources to keep up. Once you get to higher gear level due to insane scaling of fury spec (read ilvl 245 and higher) it becomes tough for arms to keep up with fury.

Other factor is aoe or single target, arms just can not compete with fury on AOE unless the pull lasts like 12 secs.

Third factor movement, fury although affected by movement but arms just gets trashed by movement (which is pretty high in ICC)

There is a lot of factors to play and I do believe that 4k difference in DPS is actually true for ICC 25 HM. Dont be surprised Fury as a spec has always scaled like this, the same was true in BC and I am sure vanilla too.
