trouble with dps

im having trouble with my dps, im very well geared and have begun gemming armor pen. i need some improvements in gear but feel i should be doing much more dps, i am using the 7/57/7 spec that drops arcane shot. i pull about 10k in 10mans and do only 7-8k in 25man raids. plz give me any advice or somthing i could do different.
