Actually it is BIS till raiding (is only beaten by 245 cloak from ToC barely and the frost ones and ones from ICC)

at 80's where you will be able to go through and get heroics, I would have liked to see Emblem of Frost gear here.

TBH it takes one month for an upgrade if you are not raiding ICC 60 per your 30 days at 2 frost a day, then assuming the weekly isn't to hard to tank (most pugs will still want over geared tanks TBH) you can see another 20, Thats 80 total or one 60 frost piece and a about 2 weeks off a 95 emblem piece like the chest or tier gear. Frost pick is situational and there is no way to put a list in general most people like to grab CSK but forget that pieces like http://www.wowhead.com/item=50978 and http://www.wowhead.com/item=50991 tend to be the better choices. If you have a question as small as which frost upgrade is better feel free to post an armory and ask i will gladly give you my humble opinion.
