There's an addon called Move Everything
It lets you move, well, anything,
Or you could download another Tooltip addon, most let you move it.

i use a tooltip addon called tiptac (http://wow.curse.com/downloads/wow-a...s/tip-tac.aspx). it allows your tooltip to be displayed on your mouse when you mouseover something instead of in the default spot. you can also change the way it looks, display buffs if you want, change colors based on faction (green for friendly pvp flagged, red for enemy flagged, blue otherwise), etc.

    +2 for TipTac.

CowTip is somewhat more of a memory hog, and I rather not use a ton of memory up on something like a tooltip.

    Also Tiptac here.

In addition to opening on your mouse you can set its "anchor" any where on the screen so it always opens in that spot.
