EPGP & OS dilemna

Need some advice on how to handle a tricky case that came up the other night.

25man ICC, and a 1h dps weapon drops. No one needs it for main spec, so it is offered for OS. Two roll, a Resto shammy and an Elemental shammy, both of whom OS Enhancement.

It's best for progression for the Resto shammy to get it, since some fights require him to go dps, and his dps set is lacking. But the Elemental shammy has higher PR and really wants it, even though her MS Elemental dps is on par w/ the rest of the raid's dps.

After some drama, we stuck to the system and the Elemental shammy got it, but it got the officers wondering if there is a way to handle cases like this within EPGP (eg, without resorting to some kind of loot council-ish decision process), so that OS's that are more valuable to raid progression are prioritized over OS's that are not.

Anyone come across this issue before and figure out a good solution to it?

We don't use EPGP, just a form of DKP.

However we set up a "few" people as designated raid viable off specs that the 25 mans actually utilize from time to time. As in we run 2 main tanks and occasionally need a 3rd. The 3rd tank is considered a tank as their main however they are a designated off spec for heals when we only need 2 tanks. There is a holy pally that is considered a main spec healer and a designated off spec ret. So when we only need 2 tanks the 3rd tank goes holy and one healer goes ret, so we don't over stack heals. We also have a few people designated as a backup tank if needed and a few for DPS.

I think there is maybe 6 total raiders that have these rights.

Designated off spec > regular off spec, because those designated people actually use their off spec to further our progression and are viable in that role. They do an "off spec interest" bid and do not get charged DKP.

My guild doesn't use EPGP for offspec, we /roll to determine who gets the loot.

my guild uses epgp and we use "highest roll" for offspec gear. however, we have a few things also to that system. some of our raiders have "approved offspecs", and these people have a higher priority over players who don't. to have an approved os, you have to show you know the spec you are wanting to offspec with and you have to let an officer know that you are willing to have this offspec as your 2nd spec for raids. we also give os loot a higher priority inside approved os to players that run the 10 man and they use their os for.

for example, we have a warrior tank in one of our 10 mans that is main spec arms for 25mans so he gets priority over the rest of the approved os tanks since it would hold back progression on that group for heroic mode. it works for us, mostly because not all of our raiders are interested in having an approved offspec. so mostly it's just tanks and dps gear, healers and dps gear, and a few dps for tank/healing gear. it doesn't spread out os gear as much and let's you have a nice fall back when you need a healer to go dps or a dps to fill in as a tank or healer on those low attendence nights.

Ok, Designated/Approved OS is good, thanks guys. One more question though, do you charge GP for that?

My concern is that if you do, you cost them MS PR rating for OS gear, but if you don't do any issues come up?

we used to have free items to approved os people and like a small fraction of gp for non-approved os gear, but changed it to all os gear is free even to non-approved people.

I think that this is a good way of dealing with people who roll for offspec items, but what about more relaxed raiding guilds who see RL above raiding?

We use EPGP, and basically the same systems as Aphorism, which is where EPGP comes from.

Is an basic outline of their system - We use that, and have never had any problems with loot.
