    What do you suggest as the 969696 rotation for a level 71 paladin tank?

    Well, you've not learned one of those sixes, so you can't exactly 96969 it. (It's three nines, two sixes, properly.) I'd say put two points in Improved Judgements and just wing it.

    I haven't done the math, but I'm guessing FCFS with 2 in improved judgements and possibly glyph of consecration would be max threat.
