i have 70 frost badges, i was thinking to save them for the offset chest, any suggestions?
Just got back into the game after a few months quit, i thought that the frost importance thing for tanks was BiS offset gear then tier pieces and trinket last. Has this changed?

Getting the offset gear is generally your first priority, yes, but it depends on what gear you're using. In your case the chestpiece would definitely be a good choice.
