It doesn't affect bonus armor. It does affect your cloak's base armor.

Does anyone know whether the bonus 60% armor applies ONLY to items which are "cloth, leather, mail, plate"?
I.e., does it increase armor from your cloak? From an armor buff spell? From an armor potion?
It doesn't affect bonus armor. It does affect your cloak's base armor.
So white armor is all affected (armor from a neckpiece, if it were white, cloaks, etc), but green isn't? (E.g., an armor enchant, armor buffing spell, the bonus armor from some higher ilvl items, and so on)

Yes, except armor on neckpieces, rings, and weapons are all considered bonus armor.
Easiest way to think of it: Cloak is a cloth item. All white armor on Cloth, Leather, Mail and Plate is increased, because those are the base all items of that level for that slot have. All extra armor is considered a bonus stat.

Frost Presence, Toughness (Frost), and the Austere Earthsiege Diamond armor multipliers apply to non-bonus armor. That is the base armor that you would find on any piece of gear that *normally* would have armor (i.e. head, shoulder, cloak, chest, bracers, gloves, belt, legs, and boots).
It does *not* apply to "bonus" armor which is the *bonus portion* on any armor number that appears green (you can find the base armor value on any other piece for the same slot that has the same ilvl and subtract the difference which is the bonus portion), and any armor that appears on your neck, rings, trinkets, weapons, or special procs. It also does not affect armor gained from Agility.
There is no direct representation of this base armor vs bonus armor on the armory as it doesn't separate bonus armor on core pieces (pieces with green armor values). That said you can figure it out pretty easily do the calculation from your armory with a little leg work. If you hit the "View Upgrades" tab on any of the core armor pieces it will show you your item and similar items. Find any item with the same ilvl (it's ok if it's from heroic) and subtract the difference. The piece without bonus armor has the base amount (subject to multipliers) and the difference is the bonus armor.
Add up the base armor from the pieces listed above, and add up the bonus armor from the bonus sources listed above. Finally take your Agility from base stats and multiply that by 2, and add that to the bonus armor.
So, the value you can expect in Frost Presence (assuming 5/5 in Toughness) while using the Austere Earthsiege meta gem is:
(Base Armor x 1.10 x 1.02 x 1.60) + (Bonus Armor) = Total Armor in Frost Presence
Don't try to pull numbers from the Armor total listed on your character screen. This won't represent Frost Pres but it will factor your meta and talent bonuses along with Agility, the method above does the math to incorporate them all.
