This spreadsheet is available on Google Docs, so it can be viewed from anywhere without downloading any software. To sort the columns (or make any changes) you must have a Google account; log in and select "Make a Copy" in the File menu. You can also select "Download As" to convert it to Excel or OpenOffice formats.

The sheet lists all currently known tanking items in Wrath of the Lich King and breaks them down into six sortable categories: Effective Health, Magical Effective Health, Avoidance, Unhittable, Block Value and what I call Threat Rating. It's designed for warriors but could be easily modified for other classes.

The values themselves are not 100% accurate, but the order the items are sorted in should be. The formulas use your current stats but do not subtract what you currently have equipped as that would require functionality not supported in Google Docs. So it's as if you had all your stats without a helmet equipped, when looking at helmets.

Effective Health and Magical Effective Health assumes Solid Magestic Zircons in all sockets. In most cases Magical Effective Health is just stamina, but there are a few items with magic resistance on it. If an item has all blue sockets and has a stamina socket bonus, the stamina is added to the total.

Avoidance and Unhittable assumes Thick King's Amber in all sockets. If an item has all yellow sockets and has an avoidance socket bonus, the def/dodge/parry is added to the total.

Block Value and Threat Rating assumes Bold Cardinal Ruby in all sockets.

Threat Rating is a fairly arbitrary formula I made up to rank items in what they offer in terms of threat:

hit% + (expertise% * 2) + (Block Value * 0.005) + (Strength * 0.05)

For weapons, 15% of the weapon DPS is added. The formula does not account for hit/expertise caps.

Who would put bold cardinal rubies in every socket, ever? I'd say use pure stamina gems in blue sockets for that set, hit/stamina in yellow sockets and expertise/stamina in red sockets (since expertise > strength for threat).
