It really depends what you tend to have in your raid. If you have a steady feral, enhancement shaman and/or arms warrior to go alongside you, fury will be better. Fury scales far better with raid buffs than arms does.
I have been going back and forth between Arms and Fury trying to see which would produced the best DPS.

It really depends what you tend to have in your raid. If you have a steady feral, enhancement shaman and/or arms warrior to go alongside you, fury will be better. Fury scales far better with raid buffs than arms does.
Personally I would stick to arms until you get better weapons to give fury more rage generation. I would also try to find a way to replace that huge amount of haste you have as arms with stats such as armor pen or strength.
If you decide to play fury, you need to get to 25-26 expertise as your priority, and then focus on crit and strength.

your best bet would be to get landsoul's spreadsheet, put your gear in each tab for fury and arms and see which one will be better with your raid comp. if you have a feral cat in your raids near 100% of the time but no arms warriors and combat rogues, go arms. if you have an arms warrior but not a feral, go fury. sometimes its not whats the best dps for you, but whats the best dps for the raid.

Humburglar speaks truth. Fury is definitively better in an average 25-man setup than Arms is, just because Fury scales much better with buffs.
Kind of a side note, but in my opinion, Arms is slightly harder to gear for than Fury is.
Personally I go Arms in 10-man raids, and Fury in 25-man raids. If there is a Feral Druid in the 25-man group, then I find Arms does much better than it does without a Feral Druid (I assume because of the +dmg to bleeds). But even with the druid, Fury usually ends up being better DPS.

arms brings the bleed buff, which is why ferals love arms warriors since they dont have to mangle. that boosts their dps immensely when they can drop it from their rotation. the only thing a feral brings is 5% crit through leader of the pack, the same buff fury has but doesnt rely on a crit to active/refresh, its on everytime they are in form.
the only reason ppl think arms is hard to gear for, is all the hit needed to cap. expertise is easy to come by, yet for fury this can be a hard cap to get unless you gem for it or are in higher content.
