With 2/2 Weapon Mastery in Arms Tree that means...

So if I have 18 expertise and I take 2/2 Weapon Mastery in Arms Tree for Warriors that means that I really have 26 expertise and I am at the soft cap for expertise correct?

I've never had to put points in it before so I just want to double check that I am correct.
