In the next (hopefully) PTR build, we are going to try:

Shield Specialization: This warrior talent now provides 5 rage on block, dodge, and parry instead of 2 rage on block.

There might be other changes that we aren't ready to talk about.

I see people freaking out already in the thread because it isn't the full rage overhaul we'd like. Well duh, they've said we're not getting that for 3.2. Given that, I'm at least somewhat pleased with tweaks...

Not satisfied of course, won't be until the system's finally torn down and modernized, but if it results in a little bit of quality of life it will help.

This change is consistent with what DKs/paladins picked up in 3.1 - I'm more dissappointed that something so 'simple' is going to take to 3.2 to arrive though. Hopefully the delay is worth it.

Do you guys think this spec would work if this goes live? I love the cleave glyph and improved cleave for aoe targets, it seems like to me we would have much more rage now to use cleave alot on aoe.
