Can people who haven't done the quests (that they got from the previous week) share it with the raid?

E.g. a player gets quest X from last week, but doesn't do it. This week, the two weekly quests are Y and Z. Can that player share quest X with the raid, allowing everyone to have three quests to do instead of two?

I'm pretty sure you can't in the same way that you can't share heroic dailies from other days.

I was just curious since often times I'm sure I've collected all the WG quests, then someone from the raid shares a new one that I somehow missed.
