Ignis gloves or ValorT8 gloves for threat?

For threat, the +hit is basically a base 1.38% DPS/TPS increase since I'm not hit-capped... how does the Armor Penetration on the Ignis gloves compare in terms of DPS/TPS added? As you can see on wowhead, that ArmorPen translates to almost exactly 3.5% additional armor ignored - considering it's the only ArmorPen that I'll have, does that work out to more or less DPS/TPS than 1.38% hit?

Thanks for any input, hopefully it's as simple as saying "yes, go with the T8."

I'd personally go for T8 with an exp/stam gem.
