edit: It could also be a part of the Tuk/Elv ui edit they are using.

Any number of cast bar mods can look that way if you configure it to do so. That looks like it might be AZ cast bar.

The tab from the poster of the UI says they have Quartz, but, sifu is correct, that could be reproduced with any number of addons.

What is the add-on Lore uses for reforging? I can't remember what episodes of the Weekly Marmot and PST he's said it in.
