Those are not the final stats. You can read right there on MMO-Champion that they have the exact same stats as t7.5 but a higher iLvl, which means they might get buffed or those stats are just placeholders altogether (I'm guessing the latter.)
After some digging, it does indeed look like this is datamined information. I'll remind everyone that posting datamined information is not only against our Posting & Chat Rules, but our agreement with Blizzard as well.
