Tbh, i dont really think its a good spec.
I myself am a Frost based tank and prefer 12 points in Blood, 5 in blade barrier, 5 in bladed armour and 2 in two-hand specilization if you use a 2hander. In Unholy i use only 7 points, 5 in antisipation and 2 in epidemic.
I think if you did that you would then hold aggro really well as i do.
It would of helped if you linked your armoury for us to see your armour/weapons also to help determine more.

I can MT and OT easy with this though naxx, sarth and malygos without problems.
Rotation i recommend is a D&D, IT, PS, Pest and a BB for multi mobs and use Howling Blast when you have it as basic start to your rotation. You should find after you drop your combo all mobs in range are glued to you.
oh yea btw, i use the hit rating trinket now so im hit capped and have 18 expertise(24 potted), if you max them also you will generate more threat as you wont miss as much.
