Chests: Solemn Council v.s. Icebane

I'm wondering if it's worth upgrading my Breastplate of the Solemn Council to Icebane Chestguard.

The solemn council is best by far. It may have less stamina, but it has plenty of other useful stats, while the Frost resist in the Icebane is only used for one encounter, maybe 2 (Sapphiron and maybe KT)
