I see Demog's list has the T7 piece higher than the Disobedient. Is the expertise worth that much overall? Or is it because of the set bonus or gem slot?
Uhm... the expertise on T7 is rather nice. Also, you have to take into consideration the set bonuses.
Still, SBV/SBR on Disobedient is nice aswell, with the + of having +STA/STR/Def.
On the other side, T7 has a socket. Try putting a socket and compare that way.

Anyway, Disobedient is awesome for trash and nice for bosses if you lack block. T7 has a gemslot which allows for personal prefference.
