hit hard cap for melee dw is 28% iirc, spells has 17%, and melee specials have 9%.
If I have any of the values wrong someone please correct me.
So, for you to be dw tanking, I'd recommend somewhere closer to ~300-400 hit rating to stop seeing so many misses. Granted, this won't eliminate you missing, but seeing as you're tanking and not dps'ing I would just try to minimize how often you miss while not dropping your avoidance too much.
This is one of the reasons I prefer using 2h to tank with my dk. I don't need anywhere near as much hit as dw plus I enjoy the playstyle of using the 2h over that of dw.
