Okay, let me get right to the point. Does anyone know if the 15% crit bonus to shield slam is constant or is it only for when CB procs?

Constant. Otherwise you'd have a procced buff to tell you when you had an increased crit% I reckon.

The two are unrelated.

Critical Block is a 30% chance to block double your block value.

The other half of the talent gives you 15% passive increase to crit chance with Shield Slam (so add 15% to your sheet crit chance when you attack with Shield Slam).

Two different situation. The Critical Block isn't a duration proc, if that's what you're asking, it's a one time thing calculated like an attack's crit role.
