Currently included in the list is the best stuff pre-WotLK. The best pieces on this list were not necessarily the best pieces in the game during TBC - this list is in the context of WotLK. Ratings have changed, armor mitigation is a little different, and most importantly, new gems mean that items with sockets scale much better.
There is one thing to note, for paladins: The avoidance stat is nor perfect for you, because of agility's effect on dodge. Paladins get about 42% more dodge than Warriors or Death Knights from agility. Maybe I'll get lucky and Paladins will avoid anything with agility on it.
Stats:
Effective Health: An approximation of how much of an increase in EH you would see when equipping the item, determined by armor, stamina and agility.
Block Value: How much block value the item offers, including from strength.
Avoidance DK: How much miss, dodge and parry the item offers to a Death Knight. This includes parry rating from strength.
Avoidance: How much miss, dodge and parry chance the item offers. 101.6% avoidance = unhittable without block )lvl 83 mob).
Avoidance+Block: How much avoidance and block chance the item offers. 102.4% avoidance+block = unhittable (lvl 83 mob). 103.2% avoidance+block = uncrushable (lvl 84 mob)

During maintenance tonight I'll add cloaks, which I forgot last time.
Next Tuesday should see a lot of additions to this list, hopefully including a lot of the introductory tier of epics (presumably Naxx, heroic 5-mans, reps and perhaps some quests).

I don't know what the protocol is for BC-->Wrath thread replacements. Do what you need to do.
Diminishing returns for avoidance. I didn't know about that, and from the looks of it avoidance stacking is being turned on its head, and likely isn't finalized yet. I can't say what impact this will have on the list, how it will be implemented or how long it will take. Hopefully this list will be in a useful state by the time people need it.
For now, at least EH and BV are reliably listed. Consider Av and Av+b very rough values comparable only to each other in the mean time.
I didn't see the hyjal rep ring on the list.

Added all ilvl 200 epics (just under half the known epics right now). Naxx-10 loot, some recipes, some heroic loot, some pieces of PvP gear (the arena sets have exactly the same stats for each class) and the tier 7A (or whatever they're called) sets. Also, there are a few pieces with no source listed because I don't know where they're from. They'll most likely turn out to be heroic or Naxx drops.
The silver lining of all this maintenance: it gives me time to crunch all these numbers.

lol, tell me about it, i was actually able to fix the EH Calculator for Cider cuz of downtime.
Okay... big night for me. Thank God for extended maintenance.
I redid the entire list from scratch. I made some big changes and that was the easiest way to fix everything. Here's what I did:
Included agility. The agi-->dodge rate is the same for warriors and DKs, so I used that. Pallies use a different number, but incorporating that into my list would have meant adding two more stats to everything for the sake of a small handful of items. And there's only one good shade of pink, so it was definitely out of the question.
Incorporated DKs' str-->parry. I only just found out about this, by myself. I wa playing a 55 DK, when RatingsBuster told me that a new weapon with str would increase my parry. Why doesn't anybody tell me these things? :P
To do this I added a new, purple stat for a DK's avoidance. So DKs, use purple instead of green from now on.
Added all items (up to ilvl 199 for now) from the live server. Prior to this it was all from beta, and I'm much more comfortable now.
Included which instance or rep Ins or Rep items are from.
Removed parentheses around block value. It's slightly faster to write the list that way. Want them back? Let me know so we can work out a pricing plan.
Removed the decimal points from EH (Reason: makes the list less complicated). Did anyone ever need to know an item's EH down to 0.5% of a health point? If so, too bad, the extra information is lost. Maybe next expansion.
As always, please let me know if I missed anything. Except for stuff from heroics and raids, since I still need to add those. ilvl < 200? Tell me! I have my own twisted opinions of which items are potentially useful. Also, I still have an unfortunate lack of experience tanking on anything other than a warrior. So just because I neglected that weapon you like doesn't mean I'm trying to snub your class.

Colored the list so far. It gets a tiny bit messy when it comes to tier pieces (eg avoidance on shoulders) but I think I handled the rankings the best way possible.
Changed purple and green slightly to make them stand out more
Added ilvl 200 items. I'm surprised that there are about as many of these as there were ilvl 130-199. Also, it's nice to see some nice big red numbers appearing (5.7 on non-tier legs, 4.5 on a trinket). Not quite the 6s and 8s we saw in BC, but the expansion is young, and ilvl 213 will be added soon.
is there anyway to squeeze in the item links for the items? the old [item] tags don't work anymore but a simple direct link from wowhead works:
eg: Thunderfury, Blessed Blade of the Windseeker - Item - World of Warcraft
Ah, I didn't know it was still possible to have item links. I'll look into it.
I will add these. However, it will be a fairly time-consuming process, probably done gradually, and I'll wait until the list is complete.
Okay... theoretically this list should now contain every piece of WotLK tanking gear that there is. If I've missed something, or you think something not listed should be included, or if I've made a mistake anywhere, please let me know.

Anyone notice that there's no crafted weapons on these lists? Blizzard?
It would be nice to have two-handed weapons here too, for DKs.
