Vista Problem

I recently came upon the system rating feature on vista (scored a 5.8 on it) and afterwards my toolbars got all messed up.

They used to be solid black all the time, with a black start menu. The top bar on programs used to be specific to the program.

Now after I ran the system rating, The bottom toolbar is gray when no programs are open, and the start menu is gray. The tops of programs has no become solid black.

Anyone know how I can revert this unintended change?
