well for starters you want to fit rampage and battle shout in there somewhere.
as for the rest of the downtime, hamstring works great for procs.
0: BT
1.5: WW
3: Global cool down free
6: BT
7.5: Global cool down free
10.5: WW
12: BT
13.5: Global cool down free
15: Global cool down free
18: BT
19.5: WW
so maybe i'm a newb but i was just wondering what i should be doin on the unmarked numbers? should i be using a global cooldown at 4.5secs or just waiting it out to make sure i'm hitting BT/WW immediately?

Demo. Shout fits nicely into one of your free GCDs every rotation if nobody else is doing it. It also means you have some small amount of utility to boot.
Why use big words when a diminutive alternative will suffice?

Right, i am going to be doing all of those things, demo/rampage/sunder if needed, but i am asking specifically about the gaps that aren't listed, like 4.5 seconds, 9 seconds, 16.5 seconds. should i be using a skill or waiting and making sure i pop BT as soon as it's available with no chance of missing?
I assume that's why the gaps are there. I didn't notice that to be honest.
