Google raid zone EH and avoidance minimums. I don't really know what bosses you are doin, so....I would say that your avoidance set looks more balanced than your EH, or "boss", set.
I have two sets of gear and i want your expert opinions on which set you think would be best for:
1. Trash/Non-Boss/Groups of Mobs
2. Bosses
Note: I use the same weapon and shield for both sets.
Set A (I refer to as my stamina gear)
16741 hp
17245 armour (62.03% dr)
515 defense (23.41% dodge, 17.83% parry, 23.07% block)
401 block value
31 expertise (99 rating, 7.75% reduction)
49 hit rating
10.84% crit
620 ap (139.6 dps)
Utility items worth noting in this set:
[item]shattered sun pendant of resolve[/item] (gives 15 sec 100 expertise buff)
[item]commendation of kael'thas[/item]
[item]spyglass of the hidden fleet[/item]
Set B (I refer to as my avoidance gear)
16195 hp
17245 armour (62.03% dr)
522 defense (26.80% dodge, 18.11% parry, 23.35% block)
401 block value
26 expertise (81 rating, 6.50% reduction)
36 hit rating
10.84% crit
620 ap (139.6 dps)
Utility items worth noting in this set:

the guild i am in is currently getting through ssc and tk. i guess one of the questions i am asking within this is in general, regardless of the difficulty/specifics, if you had to choose between which gear to use, would you have a bit more avoidance at the cost of some hp, or a bit more hp at the cost of a bit of avoidance? for each of those two situations.

I think the second set is your better set, it's more balanced overall, but if you're having trouble with threat swap out 1 piece at a time, like you said put in the pendant of resolve for some added expertise and see how that plays out for you, most fights aren't cut and dry, swap in and out pieces as you see fit. The best thing you can do is after a boss dies or after a wipe, ask your healers if you were hard to heal, and then ask your dps if they were holding back too much. Adjust your gear accordingly!
in ssc/tk the bosses dont really hit that hard, so i would say use your high stam, high block value gear for threat and eh.
