If you are going Prot then you'll want cruelty over Deep Wounds for the extra threat boost. Also, you really don't want to crit a target that is going to be sheeped and put a dot on it.
I am speccing a protection warrior currently 11/0/43 with 7 points left to spend and wasn’t sure if Deep Wounds/Impale would be better than taking Cruelty…
Any suggestions of which would be the better route to take? I want to try for a primarily PvE spec that includes solo grinding, 5 man dungeon crawls (normal and heroic), 10 man raiding and 25 man raiding.

reasoning:
Impale is really lackluster for prot warriors, especially if you DONT have cruelty. your crit% is going to be in the single digits w/o cruelty so your impales are going to be very rare. Impale scales dramatically based on how often you crit, which is very little as prot.
Think about it this way:
220% damage 6% of the time (6% crit is where most prot warriors sit at w/o cruetly)
or
200% damage 11% of the time (~6% base + 5% more crits)
I think its a no brainer. Also, deep wounds on a CC can very easily wipe your party (pobodys nerfect).
I'd like to add that Impale only affects yellow attacks.
Cruelty > Impale for any spec.
