block value sets and effective health

when putting together a BV set, should i just focus on +BV items, regardless of EH considerations or should i try for a fair balance of the two? in karazhan last night i did most of my tanking in a scaled down BV set (around 450 BV), and took very little damage - i think on some of the trash i was block all incoming damage - but i had a fair amount of tanking EH gear on as well. in the bank i have quite a few +block items (netherstorm quest shoulders, arc key quest belt) but i would be dropping a lot of health and armor for that extra little bit of BV.

Make it on a per-enounter basis. If you need 13k health for something, stack BV to the point where you have as much as possible while staying over 13k health. It's as simple as that.
