I'm a big fan of threat. My current TPS is averaging 600 on trash and 900-1000 on bosses and heavy hitting mobs. Several of our DPS can push 1200-1300 TPS. I realize that a threat cap may be unavoidable in certain situations, but I would like to limit that as much as possible. My thinking is Hit Rating but I'm a little sketchy on the itemization. 1) Is it best to gem HR until something drops? 2) Keep the stam and rely on raid drops? or 3) Are there other items I am overlooking? (I have the Ogri'La Xbow as well) We are just starting Gruul's.

aside from great gear that has hit innately in it, you have to find gemslots where you can make up for it
first that comes to mind is [item]Gyro-Balanced Khorium Destroyer[/item] stick a +8 hit gem in there and you're golden.
Other places to look are harder swaps, but i tank with either Merciless gladiator's plate chestpiece or Bulwark of Kings. so they both have +hit.
Actually it's better to stick the Stamina gem on the engi gun for the stamina gear, and go for the Ogri'la rep crossbow for your avoidance/hit gear.
Simply because the Crossbow will give you more hit rating than a gem on the engi gun.
Also as you learn fights you can slip in a dps neck with hit or ring/trinket.
Engi Helm comes to mind as well.
Dunno I think I have about 3,5% hit in my tank gear (engineer) and I don't have the ogri'la xbow...IR lazy git sometimes.

When it comes to choosing survival stats or hit, I would first ask how confident you are in your healers. When I first started raiding I was in a very weak healing situation, so I essentially had to overgear myself with stamina in an attempt to compensate for healer error. However I've now found myself backed by a group of very strong healers, allowing me to sacrifice some health and avoidance for some +hit. Regardless of your confidence in your healers, there are some good places to get some hit without making large sacrifices. The first place is obviously on King's Defender, as well as on the engineering gun as has been mentioned and possibly tier 4 helm. Obviously Gruul's shield when you get that, too. Unfortunately there aren't many quality gear pieces with hit until t5 chest and beyond, but it's not a terrible idea to just stick an 8 hit gem where you would normally put a 12 stamina or something. Or, on something like Battlescar boots you could use a 12 stamina gem and 4 hit 4 agility gem and get the socket bonus.
Thank you for the responses. It seems gemming until better hit gear drops is the consensus. I appreciate the point on the healer's ability. Up till now I have really only considered my own ability in reference to gear choices, but I can see how having strong healers would allow for less stam/avoid.
