We are, Scarlet Fever is a Blood Death Knight passive ability. It makes our Blood Boil refresh our diseases and applies the Weakened Blows effect to all targets it hits....
Unfortunately, Roiling Blood does not refresh on single target, that would be Scarlet Fever's passive effect doing the refreshing. Perhaps mention that in the analysis of it to avoid further...
