It isn't very important, if you get some on your gear great, but other than that just ignore the stat.

Shield slam (with shield block up) > Revenge > devastate
I'm pretty sure Devastate gives more TPS than Shield Slam if you don't have the 2pc T10 bonus

You don't need the hit rating unless you have threat problems, which if you do, then the problem is much deeper than gear choices.
Deep wounds is definitely a huge threat gain.
As far as I'm aware most prot warriors are running 15/3/53 which adds great threat and survivability.
IMO cruelty is practically 5 wasted talent...

If a healer runs out of mana in ICC they either aren't geared for it or the DPS aren't downing the bosses fast enough.
Stam stacking is win.
Use 18stam to shield over 20defense or titanium plating.
I'd drop the parry/dodge gems for agil/stam or exp/stam gems.

The problem with the BS specialties (or at least armorsmithing) is that you need to go to Booty Bay to level them.
