No, symbiosis doesn't exchange the abilitys, it just gives extra abilitys.
As of beta build (15589) Savage Defense currently has 3 charges (like Monk roll) and the charges have a 9 sec recharge time making it impossible to keep it up 100% even if you have endless rage.

This is exactly what they are doing for bears. Our mastery in MoP is straight up increasing armor.
This is what makes the new block model wierd for me. They removed the unreliable Druid mastery and gave us a always "on" mastery and then they change block for warriors and paladins to be unreliable....

Currently it gives a reward based on the spec you are when you turn in the quest so you technicaly dont have to quest as healer or tank, just swich spec before you turn it in.
