Well this has it settled for me.
I just ran a heroic with an Arms warrior and at the end of it, our DPS through each boss was never even 2k apart.
Overall DPS has my DPS at 1.2k ahead of his.

I generally use 1 passive trinket (License to Slay atm) and a use trinket (Apparatus). The issue here is that between the 2 trinkets mentioned in OP, there is no discernible difference in my DPS...
