Does anyone know if their is a requirement to attempting HM rag? Like do you have to full clear heroic or do you have to kill domo on HM?

Does anyone know if their is a requirement to attempting HM rag? Like do you have to full clear heroic or do you have to kill domo on HM?
Full clear of FL on HC. If you do a single boss on normal mode Rag wil not spawn when you turn it to HC.
