Do you have to complete the achievements in hard mode to get credit for them or just in regular mode for glory of the uldaur raider achievement. ??

Many of the achievements are to do the fights on hard mode, such as Firestarter, so yes. If you're asking if it has to be done on heroic then heroic difficulty did not exist in Ulduar by today's terms of heroic difficulty. Heroic difficulty at the time of Ulduar was just what was used to define the 25-man version.
